Phaya Thai is one of various areas in the heart of the city that has long been inhabited by the local communities. It is in proximity to numerous leading shopping centers such as Siam, as well as plenty of government agencies. At present, this station connects the city center to Don Mueang Airport via the BTS (travelers can further continue on to Don Mueang via Asia Era One in the future).

In accordance with the resolution ratifying the workforce capability development strategy on July 18, 2017, both the Eastern Special Development Zone (B.E. 2560-2564) and the Ministry of Education (MoE) ordered that “the responsible policy committee put in motion the educational integration and development within the Eastern Region of Thailand and the Eastern Economic Corridor (ECC).” The policy committee in charge of mobilizing these development plans was chaired by the Minister of Education, with the Deputy Minister of Education leading the action committee to respond to and act on those plans. The goal was to foster educational development in two significant areas. The first area consisted of eight provinces in the “Eastern Region of Thailand,” namely, Chachoengsao, Chonburi, Rayong, Chanthaburi, Trad, Nakhon Nayok, Prachinburi, and Sa Kaeo. Primarily, Chonburi, Chachoengsao, and Rayong were located in the EEC zone and thus were required to respond to the regional strategies and development directions in line with the Thai government’s policy.

One of the concrete changes made to educational management was that the Ministry of Education approved a five-year educational development plan in the Eastern Special Development Zone (B.E. 2560-2564). The Ministry laid out four main goals in this area: to equip students with language and technological skills; to equip them with newfound industrial knowledge and with the ability to innovate and have better quality of life; to enable administrators, teachers, and academic personnel to have newfound industrial knowledge coupled with the potential to manage learning systems; and to allow them to perform their duties in real-life or simulated settings with the understanding that academic institutions would function as a learning source that enhanced workforce capability. All the pertinent domestic and international networks were mutually involved in the area of educational management. In this regard, there were many concrete operational outcomes as follows:

The Office of Vocational Educational Commission (VEC) established a coordination center aimed at building and developing vocational workforce capability in the Eastern Special Development Zone, particularly in Chonburi, Chachoengsao, and Rayong. Three primary and 10 secondary centers were created to become a liaison for vocational institutions vis-à-vis labor demands. VEC also set forth the goal of building workforce capability totaling 200,000 persons in a span of five years. This blueprint included building short-term workforce capability and educational management and making available 10 new curriculums that catered to both First S-curve and new S-curve industries.

The Office of Educational Council (ONEC) also made amendments to the National Education Plan B.E. 2560-2579 by incorporating the agenda that related to the development of the Eastern Special Development Zone and the National Qualifications Framework (NQF) in alignment with the Eastern Region of Thailand and EEC.

he Office of the Basic Education Commission (OBEC) came up with projects that encouraged secondary school students to be able to pursue advanced studies and jobs in 10 targeted industries. 80 participating schools were located in three provinces: 31 in Chonburi; 30 in Chachoeng Sao; and 19 in Rayong. OBEC continued to proceed with these projects from the beginning to the end of the academic year 2020.

The Office of the Higher Education Commission (MUA) mandated a policy that allowed universities in the eight provincial areas of the Eastern Region of Thailand to make plans specific to each area. They emphasized two main points: building quality workforce capability and adjusting research processes and developing innovations that responded to area-specific development issues.

The Office of the National Primary Education Commission (OPEC) sought to develop education by promoting Chinese language learning facilitated by a team of volunteers from the Office of Chinese Language Council International (Han Ban). STEM education was also brought to the forefront, focusing on the development of science classes in collaboration with Kamnoetvidya Science Academy (KVIS) in Rayong. In addition, career development training was provided at the local level, with an emphasis on language, hotel management, tourism, gastronomy, and aviation personnel development in Nakorn Nayok, Sri Racha, and Prachinburi.

The Office of Non-Formal and Informal Education (NFE) also had a number of projects related to career advancement training and E-Commerce trading. Those projects included setting up a network of learning cities in pursuit of the economic corridor development; workshops for district-level NFE teachers on the topic of educational business; Smart ONIE Smart for Smart Farmer with the goal of providing agricultural knowledge and training to the general population; short-term English communication for career development; and learning management for elderly citizens and special target groups. In the same vein, the participating universities in the Eastern Region of Thailand had several interesting projects as follows:

The high-speed rail project connecting Thailand’s three major airports is expected to launch its services by 2023. These services will enable the development of cities around the project site, usher in prosperity to the community, and generate income distribution and marketplaces for those in the area, which promises an economic return of approximately 650,000 million baht. It goes without saying that this project is highly crucial in raising the level of the Thai economy under the Thailand 4.0 policy.

In addition, the project will also generate employment of more than 16,000 positions during its construction phase and more than 100,000 positions for other relevant businesses in the next five years. It will afford the Thai people the opportunity to constantly learn and understand the working mechanisms of advanced technology, so they can transform themselves into top specialists in their areas of expertise with sufficient potential to compete with others at the international level.

At present, three provinces in the Eastern Economic Corridor (EEC) consist of a total of 2.8 million citizens. In the next 20 years, the number is expected to go up to 9.8 million citizens. The value of economic activity that occurs in this corridor will account for 14 percent of the entire Thai economy.

The data from the EEC Technical and Vocational Education and Training Career Center (EEC TVET Career Center) states that employment demand trends in the EEC – particularly in the provinces of Chonburi, Rayong, and Chachoengsao – target Thailand’s 10 S-Curve industries with the number of employees standing at 177,000. Employment demands are extremely high in the biofuels and biochemical industries with more than 35,000 employees. Next in line are the next-generation automotive, smart electronics, affluent, medical and wellness, and robotics industries with employees standing at 34,000, 33,000, 21,000, and 16,000 respectively.

In this respect, the nation’s 10 S-Curve industries are generally relevant to innovation and economy building on the nation’s former five “First S-Curve industries” as follows:

Career Development and Income Generation for Everyone

The provinces of Chonburi, Rayong, and Chachoengsao function as a manufacturing base for Thailand’s primary industries. Particularly, petrochemical, energy, and automobile industries have seen continuous growth. In 2014, they accounted for an annual gross domestic product (GDP) of 1.9 trillion baht (65 percent of which came from the industrial sector; 32 percent from the service sector and others; 3 percent from the agricultural sector), amounting to 14.57 percent of the entire Thai economy. The GDP for the industrial sector reached a record high of 1.2 trillion baht, making up 30 percent of Thailand’s overall GDP, or the equivalent of one third of the nation’s economy (the cumulative capital invested in the industrial sector in 2015 totaled 1.6 trillion baht, accounting for 27.89 percent of the nation’s economy and an annual GDP per capita of 624,185 baht.)

Taking into account the economic conditions of these three provinces, the data shows that these areas play a significant role in Thailand’s industrial sector, as their locations are not far from Bangkok. They are also geographically coastal, with Chonburi and Rayong being regarded as the industrial capitals. The data from 2017 revealed that Rayong housed 3,082 factories and 174,352 factory workers, whereas Chonburi had 4,987 factories and 285,826 factory workers with the total investment capital of 850,360 million baht.

Given the fact that Chonburi, Rayong, and Chachoengsao are located on the coast of the Thailand’s eastern region. The entire land combined sprawls 13,299 square kilometers or 8,291250 rai. 66.47 percent of the total population in these three provinces remain in the agricultural sector, whereas 33-53 percent remain in other non-agricultural sectors. Additional information on these provinces is as follows:

[b]Chonburi[/b] has 4,363 square kilometers worth of land or 2,726,875 rai, with the total population totaling 1,535,445 and averaging 351.92 persons per square kilometer. The highest gross provincial product at current market price per capita is 912,498 million baht, while Bangkok separately accounts for 4,730,212 million baht in provincial GDP per capita. Chonburi has agricultural plots of land totaling 749,648 rai, with important crops such as tapioca, factory sugarcane, in-season rice, and pineapple.

[b]Rayong[/b] has 3,552 square kilometers or 2,220,000 rai, with the total population totaling 674,393 and averaging 203.63 persons per square kilometer. The gross provincial product at current market price per capita is 897,117 million baht, with agricultural plots of land totaling 287,462 rai. Important crops include tapioca, pineapple, in-season rice, off-season rice, and sugarcane.

[b]Chachoengsao[/b] has 5,351 square kilometers or 3,344,375 rai, with the total population totaling 3,344,375 and averaging 133.65 persons per square kilometer. The gross provincial product at current market price per capita – surveyed by the Office of the National Economic and Social Development Council – is 340,913 million baht, with agricultural plots of land totaling 2,005,447.25 rai (328,546 rai for in-season rice; 400,000 rai for off-season rice) with the total product value of 1,134,054 rai.่

At present, these provinces in the eastern coastal region of Thailand serve as a manufacturing base for Thailand’s main industries. Particularly, petrochemical, energy, and automobile industries have seen continuous growth.

Taking into consideration the revenue from the tourism industry in proportion to the nation’s economic growth, the data showed that the number of tourists from these three provinces in 2015 stood at 38.11 million. The highest number came from Chonburi (including Pattaya City) with 23.48 million tourists. More than 80 percent of the tourists vacationed in Pattaya City. In 2015, Rayong saw 13.30 million tourists. The data also captured the number of tourists in Chonburi and Pattaya City during the five-year period (2011-2015), and found that the said number increased at an exponential rate. In 2015, more than 19.7 million tourists traveled to Pattaya City. The revenue from the tourism industry in these three eastern provinces (Chonburi Rayong and Chachoengsao) mostly stemmed from scores of tourists vacationing in Pattaya City. In 2015, Pattaya City generated a total revenue of 130,000 million baht from outside visitors – 110,000 million of which came from international tourists.
